Carnival is the busiest time of the year for hotels in Rio de Janeiro. Packages during carnival have a minimum of 4 or 5 nights, and it is recommended to book your room 6 months in advance, because the best hotels sold out very quick. Ipanema and Leblon are the best areas, with dozens of bands playing on the streets.
If you are looking for cheaper hotel packages, Rio area´s like Downtown (Centro) Lapa and Catete have a few 3 stars hotels that alawys offer attractive packages. Residencial Neighborhoods like Botafogo and Flamengo also have a few good Hotels that are cheaper than Ipanema nad Copacabana.
